Matthew Conlin is accused of threatening a "mass casualty event" at the Wayne Tech & Career Center.
School officials put the Center on lockout, but Conlin had no weapon.
Conlin was charged him with making a terroristic threat.
Conlin was arraigned and remanded to jail on $5,000 cash or $10,000 bond.
