Webster Police have arrested a 4th Grade State Road Elementary School teacher after he was accused of recording two female students with his cell phone while they were changing clothes inside a bathroom.
Terrance Hoctor, 44, was arrested, arraigned, and charged with two counts of felony unlawful surveillance 2nd and endangering the welfare of a child.
The phone was propped up in the corner of the bathroom.
Hoctor was immediately placed on paid administrative leave, according to police.
Hoctor was released after posting $40,000 bond.
