28-year-old Daniel McGowan was arrested after Police found him slumped over the wheel of a car off of Rt. 390 South.
He was unconscious from a heroin overdose when they first arrived and four bags of heroin and a hypodermic needle was also found in the car.
He was arrested and charged with felony DWAI-drugs, as well as criminal possession of a controlled substance and criminal possession of a hypodermic needle.
