David Pinaire, 27, and Keilah Hart of Palmyra are both charged with endangering the welfare of a child.
Pinaire tried to hit a person at the Palmyra post office parking lot as Keilah Hart was smoking crack in the passenger's seat.
A 7 week old was also in the back seat.
Pinaire is also charged with reckless endangerment. Hart was released and Pinaire was sent to the Wayne County Jail.
