Penn Yan Police officers were called to a home on Elm Street for a domestic violence incident.
Christopher "Cornbread" Newell, 31, ran from the house when police arrived, leaving behind hypodermic needles and narcotics. Newell refused to cooperate with the investigation.
Newell allegedly strangled the victim and damaged property.
Newell went missing for some time, but was found in a vehicle at a local drive-thru.
Newell was charged with assault 3rd, criminal obstruction of breathing, unlawful imprisonment 2nd, attempted criminal trespass 2nd, criminal mischief 4th, harassment 2nd and criminal possession of a hypodermic instrument.
