Heather R. Kelly, 38, was charged with DWI in Tonawanda after she almost hit a police vehicle.
She was taken into custody and charged with resisting arrest for kicking police officers while being taken into custody.
She also had her driver's license revoked 4 times.
She refused to take to a breath test and refused to be booked.
