A St. Louis man claims that he was given a ticket by a police officer after he honked his horn at the police officer for allegedly sitting at a stop light even though the light was green.
Computer programmer Scott Smith says he repeatedly honked his horn at the unmarked police car and then moments later was pulled over and got into a heated exchange with a plain clothed police officer.
