The parolee accused of beating a woman to death inside a liquor store has a lengthy criminal record. Kevin Quander is accused of murdering Charlotte Lahr in her South Avenue store. 13WHAM went through pages of court records stored in Washington D.C. According to their report, Quander's criminal record dates back to 1977. It includes Armed Robbery and Assault With a Deadly Weapon. Quander pleaded guilty to a brutal robbery in 1986 where he held a gun to the head of a McDonald's restaurant worker and a second armed robbery case that year. He was sentenced to 18 years to life. For some reason that makes no sense a judge set aside the sentence and gave him 10 years probation.
