A published report says the FBI is investigating Rochester-based developer Robert Morgan, or his companies.The Buffalo News reports the FBI has issued subpoenas, and sources tell the newspaper agents are examining the information Morgan's companies provide to lenders and how the companies finance their acquisitions.Morgan's companies own residential and commercial properties across western and central New York. Morgan Properties is behind the plan to build an apartment tower and performing arts center on the vacant Parcel 5 downtown.
