Brighton police have arrested a 20-year-old woman in connection with an accident that killed a woman and the 9-year-old she was babysitting the day before Thanksgiving. Police say Ninoshka Vazquez-Ruiz was driving 63 mph in a 30mph zone, failed to keep right and did not have a license. Vazquez-Ruiz was on Edgewood Avenue when she drove her sedan off the road and onto the sidewalk. Elmira Kamilevna Hall and 9-year-old Mila Ruangsuwana were killed. Evan Ruangsuwana, 2, was injured in the accident. Vazquez-Ruiz is two counts of criminally negligent homicide and one count of assault. Police say Vazquez-Ruizdid not have a license. She is due in Town Court on Wednesday.
