The mother of a 9-year-old girl handcuffed and pepper-sprayed last week by Rochester police is filing a lawsuit. Elba Pope told 13WHAM, "There is no reason you should have done my child like that." Pope says she can't stop replaying the incident in her head. In the notice of claim, Pope intends to sue for constitutional rights violations, negligence, excessive force and other alleged issues. Pope was seen on the police video screaming at her daughter. The City of Rochester released the following statement: "Mayor Warren continues to be outraged by what occurred on Friday, and remains concerned that the child involved and her family get the support they need. She has directed city's resources to assist them. The Mayor is continuing to work diligently to reform our police department and ensure accountability."
