The Rochester Police Department is defending itself against new allegations of police brutality. Officers took Roy Siplin Junior into custody Friday after spotting a vehicle he was in that may have been involved in a shooting. However, the driver sped away before eventually crashing into a utility pole nearby. When police went to arrest Siplin, an officer punched him in the face while Siplin was trying to hold onto a fence. The department says the officer was attempting to get a hold of Siplin's arms.
